GnuTLS, libgpg-error, libgcrypt, Harfbuzz, x264 updates

The following projects have been updated:

• ffmpeg was updated to 5.1.r105571.
• GnuTLS was updated to 3.7.3.
• libgpg-error was updated to 2.44.
• libgcrypt was updated to 1.10.0.
• Harfbuzz was updated to 3.3.0 then to 3.3.1 then to 3.4.0.
• x264 was updated to 0.164.r3086.
• The ffmpeg project files now include WinRT/UWP build configurations for the first time.

Any projects that have a dependency that was updated has also been updated to build with the latest versions of the new libraries as well.
